According to Aaron Saiger, a law professor at Fordham University, the federal government has the power to affect urban quality of life through funding decisions, which can have dramatic implications for residents.
For the current fiscal year, New York City is projected to receive approximately $7.4 billion from the federal government, constituting about 6.5% of its total budget. The Department of Housing Preservation & Development in New York, responsible for affordable housing initiatives, relies on federal funding for half of its budget.
While some experts question Trump's legal authority to withhold federal funds, as Congress controls federal spending, he has other means to exert pressure on cities. Trump has previously deployed National Guard troops and Immigration and Customs Enforcement (ICE) agents to address perceived unrest and immigration issues, actions that are within the executive branch's discretion.
Trump's confrontations with mayors extend to Chicago, where he has criticized Mayor Brandon Johnson for not adequately supporting ICE operations, and to Los Angeles, where he has had ongoing disputes with Mayor Karen Bass. In Boston, Trump has threatened to relocate World Cup matches due to unrest, further illustrating his contentious stance toward Democratic leadership.
Despite these tensions, there are indications that Trump may reconsider aggressive actions after discussions with city leaders. For instance, he backed off plans to increase federal presence in San Francisco after a conversation with Mayor Daniel Lurie.
Political analysts suggest that mayors should not automatically seek to appease Trump. John Mollenkopf, a political science professor, notes that economic elites in Democratic cities may influence Trump's decisions, potentially discouraging him from punitive measures that could harm urban economies.
As Mamdani's election signals a shift in New York's political landscape, it remains to be seen how these relationships will evolve and what impact they will have on federal-city dynamics. Following Mamdani's victory, Trump appeared to soften his stance, stating he would offer some support to New York, indicating a potential shift in strategy as he navigates the complexities of urban governance and political alliances.
